Panels are capable of reaching the Grade stated if the system is instaled to that stndard at the time and is acompanied with the appropriate certification and maintenance contracts.
You only require a certification if your insurance company requests it or the system is police monitored.
System without grading certification is refered toa bells only system.It is recomended that only competant people install and maintain security systems.
